The Special Investigating Unit (SIU) says it is heading to court to request that the contract that National Treasury had awarded for the implementation of the Integrated Finance Management System be set aside.
The SIU says it has found that National Treasury flouted its own internal procurement processes when it awarded the contract in 2016.
President Cyril Ramaphosa had commissioned the investigation into the contract that was awarded to computer technology company Oracle for the procurement of software licences, maintenance, support and consultation services.
The SIU says the contract resulted in fruitless and wasteful expenditure of R68 million.
SIU head Andy Mothibi briefed Parliament’s Standing Committee on Public Accounts (Scopa) on their investigation into the project.
“As we investigate … we have come to a conclusion, firstly that the contracting of the procurement process was irregular. And you can see that we are already starting a process of civil litigation to set the contract aside. So that outcome is completed.”
“The investigation is completed. That is why we are taking action now, even before we submit the report to the President. That part is complete and we are pursuing civil litigation,” adds Mothibi.
