National Council of Provinces Chairperson Amos Masondo says if communities feel unsafe and live in fear it affects economic development and the well-being of society.
Quoting from the National Development Plan (NDP), Masondo made this statement in his opening remarks at a post State of the Nation Address (SONA) Ministerial briefing by the Police Ministry to the National Council of Provinces (NCOP) currently underway.
The theme for the briefing is “Progress in addressing crime and building a coordinated approach to crime prevention and control”.
Masondo says the vision of a safe and secure environment can be traced back to the Freedom Charter and confirmed in the South African Constitution.
He says, “The South African Constitution entrenches this vision by providing that quote: “Everyone has the right to freedom and security of the person”,- closed quote. “This includes the right to be free from all forms of violence from either public or private sources”,- closed quote. The country’s implementation document, the National Development Plan states that safety is a necessary condition for human development, improving quality of life and enhancing productivity. And that when communities don’t feel safe and live in fear, the country’s economic development and the people’s well-being is affected.”
