Johannesburg authorities have confirmed that leaking methane gas caused the explosion in the CBD that claimed at least one life and caused the partial collapse of Lilian Ngoyi Street.
The blast last month also left 48 people hurt, some of whom spent a number of days in hospital.
City of Johannesburg officials says they will upgrade gas infrastructure in the area so that it meets global standards.
The City has rejected claims that they do not have capacity to deal with infrastructure maintenance.
It says top skills have been brought in to deal with the upgrades in infrastructure.
