CEO of Financial and Fiscal Commission placed on suspension for alleged financial misconduct

The CEO of the Financial and Fiscal Commission (FFC), Kay Brown has been placed on suspension by the board pending an investigation into alleged financial misconduct. 

The FFC, which exercises oversight over government spending and should be an example for sound financial management, has been beset by high levels of irregular, fruitless and wasteful expenditure under Brown’s leadership.

Brown was placed on precautionary suspension on November 25th while a charge sheet against her was being drawn up.

The head of research, Chen Wei Tseng has been appointed as the acting CEO pending the investigation.

Brown, who is being held responsible for a number of financial irregularities at the FFC, joined the organisation in 2018.

She previously occupied a position as Chief Director of Expenditure and Planning at National Treasury for 16 years.

The closing balance for fruitless and wasteful expenditure noted in the FFC’s 2020/21 annual report was R2.9 million and R12.8 million for irregular expenditure.

The Auditor-General noted that the FFC had not taken effective steps to prevent irregular, fruitless and wasteful expenditure.
