With less than 40 days to go, the organisers of the Tokyo 2020 Olympics have released the third edition of the playbook, which outlines measures for a safe Olympics during the COVID-19 pandemic. This time, their focus was on how to ensure that the thousands of people coming to Japan stick to the guidelines.

Rulebreakers may face fines or disqualifications. Phoebe Amoroso reports from Tokyo.
