The toss of a coin can determine the winner in a Ward

In a ward election a voter votes for a candidate. The candidate that receives the most votes wins the seat. However, according to the Local Government Municipal Structures Act of 1998, in the event of two candidates winning the same number of votes, a coin is tossed to determine the winner.
