President Cyril Ramaphosa has announced that he has signed a proclamation of a Commission of Inquiry into the South African Revenue Service. He made the announcement while delivering the Presidency’s budget vote speech in the National Assembly. He says the commission would be headed by Judge Robert Nugent.

“The stabilisation of SARS received priority attention. Today I signed a proclamation to establish an inquiry into tax administration and governance headed by Robert Nugent…assisted by Michael Katz, Adv Mbongi Masilo and Vuyo Khahla,” says Ramaphosa.

Ramaphosa has promised to crack down on graft, said the terms of reference for the inquiry would be published in the coming days.

“The stabilisation of the SARS has received priority attention,” Ramaphosa told Parliament.

The inquiry will include investigating the handling of revenue shortfalls, the unauthorised payment of bonuses to top executives and the withholding of refunds to ordinary taxpayers, a Treasury official told Parliament.

Tom Moyane, the suspended head of SARS, was earlier this month served with disciplinary charges related to alleged misconduct during his tenure. He denies any wrongdoing.
