The Independent Electoral Commission (IEC) says the ANC, the DA and the Freedom Front Plus have each been allocated a seat on a local council by 02:00 on Tuesday morning.
South Africa went to the polls on Monday, 1 November, to elect municipal representatives for the more than 250 municipalities around the country.
Most of the voting came to an end at 21:00 on Monday evening. By early Tuesday morning, 17 voting districts had their results verified.
