A number of political parties in Parliament say they expect Finance Minister Pravin Gordhan to table a budget that is pro-poor, but will stimulate the economy.
They say it must avoid the country from being downgraded, address the current drought that is ravaging some parts of the country and also take bold action to combat corruption and cut unnecessary expenditure.
The ANC says if VAT is increased, basic stuff should be exempted from it.
