Residents of Winburg in the Free State have vowed to shut down the area until their demands are met.
They demanded that President Cyril Ramaphosa should come to Winburg for Freedom Day like they were allegedly promised.
Residents claim this year’s commemoration was scheduled to be held in Winburg.
They accuse premier, Sisi Ntombela of moving the event from their town to Botshabelo.
A total of 21 community members, including three minors, arrested for public violence, have been released on R500 bail each. Four more people are expected to appear in court on Friday.
