Former Free State HOD to conclude his testimony at State Capture Commission

Former head of the Free State Department of Human Settlements Mpho Mokoena is on Wednesday morning expected to conclude his testimony at the Commission of Inquiry into State Capture in Johannesburg.

It relates to the provincial department’s 2010 plan to speed-up the building of low cost houses.

The plan involves money being pre-paid to material suppliers and contractors – allegedly to hasten the pace of expenditure and delivery – and stop the department losing its grant funding from the National Treasury.

This resulted in R600 million being spent and not a single house being completed.

The department’s director of project management Kabelo Koloi and Free State Local Government Chief Director Kaizer Maxatshwa are also expected to testify.
