Expropriation Bill allows South Africa to expand on land reform: Noxolo Kievit

Deputy Minister of Public Works and Infrastructure Noxolo Kievit says the Expropriation Bill should be seen as a tool that would allow South Africa to expand on land reform. Kievit and Departmental officials appeared virtually before Parliament’s Public Works and Infrastructure Committee.

The Committee met with the Department as well as parliamentary and state law advisors to look into the constitutionality of the Bill that will allow the expropriation of land without compensation.

Kievit says the Bill will also assist other government departments that seek to address land reform.

“This is a tool at the hands of the people of South Africa for the kind of land reforms we would want to see. And, therefore departments such as the Department of Land Affairs, Department of Environment, when they make their own pieces of legislation, they will be enabled by this Act. So, it’s more of a tool than anything from our side.  But it’s a tool or it’s a key that unlocks the potential and the ability of South Africa to initiate and expand on land reform,” says Kievit.
