Special Assignment brings you the aftermath of what was meant to be the actualisation of the Niger Delta Amnesty Programme. It came after the late Nigerian president, Alhaji Umaru Musa Yar’Adua, proclaimed an unconditional amnesty period for militants in the Niger Delta as a step towards resolving the protracted insecurity in the region.
Thousands of former Niger Delta militants were to be rehabilitated and trained across the world, including in South Africa. Local hotel establishments and training insitutions stood to gain from being part of this agreement. Around 4 000 of these former militants were flown to South Africa for rehabilitation and skills development.

Eighty of them have been living at the United Hotels in Midrand, among other places, and have apparently caused immeasurable damage to property running into millions and the owners are having to deal with non-payment of hotel accommodation amounting to millions. Many service providers across the country have also made allegations of kidnapping, drug dealing and extortion against these militants.Does this pose a serious security risk to the country?
