Director General in the Presidency, Frank Chikane, has described his experience with the Scorpions, as hostile, painful and degrading.
Chikane was the State's second witness at the Ginwala commission's public hearings into suspended NPA boss, Vusi Pikoli's fitness to hold office. Chikane spoke at length about the Scorpion's handling of a plea bargain of those who were guilty of poisoning him in the 1980's.
Chikane says the investigators did not understand the intent and spirit of Truth Commission guidelines. He has also raised serious questions with regard to the Scorpion's handling of certain search-and-seizure operations at the Union Buildings and Tuynhuys.
