The ANC is proposing that foreign nationals in South African prisons be transferred to their countries of origin.
The party says foreigners behind bars are costing the tax payer close to R1 billion a year.
The Peace and Stability Subcommittee has also raised a red flag on what it calls threats to overthrow the state.
These are all listed in the discussion documents ahead of the policy conference which starts later in June 2017.
