A memorial service will be held on Thursday for the 13-congregants who were killed when part of a Pentecostal Church building collapsed just before the Easter weekend in eMpangeni on the KwaZulu-Natal north coast.

Blade Nzimande says the department has introduced the new system which includes a breathalyser that will detect alcohol levels instantly which has helped reduce crash fatalities.
