President Zuma signs State Capture Commission’s terms of reference

The long-awaited terms of reference for the Commission of Inquiry into the Public Protector’s State Capture Report, have been signed by President Jacob Zuma.

The Justice Department announced on Wednesday, the terms of reference will be officially released through a government gazette on Thursday.

This would set the ball rolling to investigate those involved in the much-publicised corruption scandals, uncovered by former Public Protector Thuli Madonsela.

The State Capture Report dealt with the endemic allegations, levelled against the controversial Gupta family which influenced the appointments of some cabinet ministers.

It also exposed the capture of the SoE’s by the Guptas, to influence multi-billion rand tenders.

On Tuesday, Deputy Chief Justice made his first public appearance on the State of Capture Report

Deputy Chief Justice Raymond Zondo said, “The commission is still waiting for terms of reference to be finalised. The president, I think, is working on them.”

Justice Department Spokesperson Mthunzi Mhaga says, “Yesterday, the president signed the terms of reference after which Department of Justice is currently processing the publication thereof, in the government gazette, which is expected to be done on Thursday.”

The scope is expected to be confined to the Public Protector’s Report.

The corruption scandals impacted negatively on the country’s image.

South Africa was rated amongst the lower-ranked corrupt nations of the world by the Transparency International in its report, 2017.
