Mosebenzi Zwane, advisor to testify at State Capture Commission

The State Capture Commission will on Friday hear the testimony of former Free State MEC for Human Settlements, Mosebenzi Zwane as well as his former Advisor, Mmuso Tsoametsi on the 2010 housing scheme in the province.

The two will provide further details of the project which saw R600 million being paid to contractors and material suppliers without the completion of a single house.

On Wednesday, the province’s former head of the Department of Human Settlements, Mpho Mokoena implicated Zwane and then Free State Premier, Ace Magashule in the scheme, saying that he was told by Zwane to make advance payments to a contractor on instructions of Magashule.

The housing plan involves money being pre-paid to material suppliers and contractors – allegedly to hasten the pace of expenditure and delivery – and stop the department losing its grant funding from the National Treasury.

Meanwhile on Tuesday, Free State Head of Department Tim Mokhesi says the official who masterminded the scheme which saw the department lose millions of rands in 2010 was not held accountable.

Mokhesi says he decided who was to be disciplined after a preliminary investigation but admits that the man responsible for the pre-paid scheme slipped away untouched.
