Mkhize discusses state of local government

This week Minister of Cooperative Governance and Traditional Affairs Zweli Mkhize delivered his first budget vote speech.

He told Parliamentarians that local government is an important sphere of government because it is closest to the people.  South Africa has eight metros, 44 district municipalities and 205 local municipalities, and the vast majority are underperforming.

Mkhize revealed that only 7% of South Africa’s municipalities are classified as well functioning. Roughly a third are reasonably functional, another third almost dysfunctional, and the remaining third are dysfunctional or distressed.

The South African National Civic Organisation has called on the Cooperative Governance and Traditional Affairs Department to place municipalities that have failed to pay their overdue Eskom debt under financial administration.

Sanco expressed disappointment with the municipalities in the Free State, North West, Mpumalanga, and Northern Cape that owe Eskom R10.2-billion.

But in a recent court application to disconnect municipalities from the grid, the orgarnisation said people could not be victimised due to maladministration.

SANCO spokesperson Jabulani Mahlangu spoke about this and other service delivery issues.
