"Whose beach?"

This week much drama was evident behind the scenes in the George-area in the southern Cape.  For centuries, residents of Pacaltsdorp have been practising traditional rituals of the Outenikwa Khoi-people at the mouth of the Gwaing river. Under apartheid, the area was known as a “Coloured beach”. 

 In 1999, the municipal council granted a company a 25 year contract for the improvement of facilities and the development of tourism. Suddenly residents of Pacaltsdorp had to start paying an entrance fee to the beach – which they protested against.  They showed their dissatisfaction in a protest march a few weeks ago. 

Meanwhile, a number of up-market golfing developments have sprung up in the area.  In the past week, residents got wind of a bigger company having bought the company that managed the river mouth, for millions of Rands in order to grant golfers exclusive access to the beautiful beach.

The community was up in arms.  Residents immediately started with a legal battle to protect their rights. Focus tells the story of the interested parties and how they think the matter can be resolved.

The fate of abused children

The continued digging by a Focus team into facilities for abused children, this week suddenly elicited government reaction.  In a policy document of 1996, the Western Cape government decided that abused and abandoned children should rather be taken care of by their local communities than be sent away to institutions. 

Government would supply money for proposed projects of these local institutions and not pay institutions per child they care for. The policy has never been implemented.  Institutions also complained of a total lack of involvement, monitoring, assistance, advice and communication from the particular government department.

When Focus started investigating the matter this week, the minister of Social Development suddenly visited these institutions for the first time in 8 years.  While institutions and government quibble, abused children lose out even more.
