The willing buyer/willing seller system
has failed, in part because farmers demand too much for their land but
also because they don’t really have the choice to sell or not – this
according to the chief land claims commissioner, Tozi Gwanya.
Protracted negotiations about the price of
rural properties cause a delay in the finalization of restitution
claims. Mr Gwanya does not want to negotiate for up to 3 years and
longer and now threatens the expropriation of land.
During visits to Kwazulu Natal and the
North West province, Focus established that valuators value the same
property for amounts that differ by 100% and more from one another.
